Abstract: State-based management approaches to village fund program implementation has often failed to reach the optimization the benefit from this program for village development in disadvantaged village in Indonesia. The goal of village fund program is for alleviating poverty, improving village public services, promoting the village economy, overcoming Indonesia development gap, and strengthening village community as the subject of development. This research is based on the assumption that the optimization of village fund utilization is related to the management project. Against this background, by co-management strategy for village fund program have a considerable potential for minimizing the obstacles approached by community participation and co-management. The purpose of this study is to analyze the strategy of co-management in optimizing the village funds utilization in the disadvantaged villages throuht a qualitative approach. The author uses the purposive sampling method through interviews, observation, documentation, and informal talk. The process of data analysis includes data reduction, data presentation, and the conclusion of observation. The concepts of community participation, co-management, and village development are needed in optimizing the village fund program for village development. In fact, participation was obtained through a good co-management among village government, village elited, and villagers. The result are people are willing in giving participation by ideas, funds, skill, as well as material development and minimizing implication. Conclusion highlight the importance of improvement of management project, cross-sector collaboration, and support regulation in for optimizing of village fund utilization
